I don't understand the not-retired status. Seles never officially retired either but in reality they both have. Wertheim brought this up before years ago and I recalled it has something do with health insurance coverage. Does anyone have any idea?

I would think so; while I think it was poor sportsmanship and borderline cheating what Vika did, it's not like it really affected the outcome of the match. Sloane lost because she was hitting all her groundstrokes 10 feet long behind the baseline, and not because of a badly timed MTO.
Still, Vika deserves to take her knocks for a bit, I think, but the tennis world will get over it.
