    This is all basic infrastructure, which is severely under-invested in. The US also lacks in wire and wireless communications. That's more because of oligopolies and limited regulation in that sector.

    You can't vaccinate people's children without the parents' consent. That's the bulk of the problem with anti-vaxxers. They're not putting themselves at risk (mostly), just their kids and other people.
